VTrans is Virginia's statewide multimodal transportation plan that establishes the vision and goals for transportation in the commonwealth.
VTrans is developed for the Commonwealth Transportation Board (CTB) by the Office of Intermodal Planning and Investment (OIPI), which is within the Office of the Secretary of Transportation.
